The competent jurisdiction for debt securities is the ISIN-assigning regional numbering agency. The country code for depository receipts is that of the organization that issued the receipt rather than the one that issued the underlying instrument.

The local numerical code of the security in question takes up the next nine characters. When a national number has fewer than nine characters, zeros are added in front of the number to allow for the use of all nine spaces. The final character is a check digit calculated using the modulus 10 "Double-Add-Double" formula.

The first two digits of ISINs for OTC derivatives, which will be assigned by a single worldwide numbering institution, will be a bespoke "EZ" code. The ISIN will be developed from scratch, with no prior or other codes in reference.
